Unfortunately I don't have high hopes for the RSPCA but I'd certainly report it and have it documented. It depends on where the horse is and how many staff they have on. But something does need to be done. If she can't afford to feed the horse have you sugested to her selling it or I hate to say it's perhaps better off being put down if it's going to slowly starve to death. They're are a lot of ppl out there will take take a horse on even if she does it as a give away to the right ppl. I'm involved with numerous welfare groups who could perhaps help out if she's ready to let go of it. Keep us updated.
